How to apply for a licence


All Saskatchewan insurance license applications must be submitted through our Online Application System in the Online Licensing Portal.

Crop Hail Licence applications can now be completed in the Online Licensing Portal.

Steps to Apply for a License:

  1. Register for an account – After registering, you will receive an email with a link to confirm your email.
  2. Log into the Online Licensing Portal.
  3. Set up Multifactor Authentication (MFA).

  4. Start your application:
    • Click the Welcome tab to return to the Welcome screen.
    • On the left side, click Start Your Application.
    • Select the license type you are applying for from the dropdown menu.
  5. Complete and review your application.
  6. Choose who will pay the application fee – The applicant or the recommender.
  7. Recommender review process:
    • An email notification is sent to the recommender.
    • If the recommender approves, the application is sent to ICS for review.
    • If the recommender rejects, you will be notified to make changes.
  8. If rejected, update your application:
    • Log back into the portal and make the required changes.
    • Review and resubmit your application.
    • The recommender will review it again.
  9. ICS review process:
    • If no issues are found, the licence will be issued.
    • If further information is needed, you will receive an email requesting additional details.
  10. License issuance:
    • Once approved, an email will be sent with your license certificate and receipt.

Licensing Process Time - Want to know the status of your Application?


Applications are reviewed in the order they are received by the Council. If your application requires amendments, it will be returned to you for changes. If your application remains inactive for 60 days, it will be canceled. You will receive email notifications if your application is returned for revisions, if payment is required, if changes are needed, and when it has been processed.

General News

  • For the best experience, please use Google Chrome, Firefox, or Microsoft Edge when accessing the licensing portal.
  • Save your progress before navigating away from a page or exiting the application to avoid losing your work.
  • The licensing portal is not monitored on Saturdays, Sundays, or statutory holidays. To avoid late filing fees, please ensure your Annual Return is submitted on time.

 

Application Status Definitions

  • Pending Recommender Review – Your application is with your recommender for review. Once approved, it will automatically be forwarded to the Council for review.
  • Pending ICS Review – Your application is in the ICS portal and will be reviewed as soon as possible.
  • Pending Payment – Your payment is not yet complete. Even if you have already entered your payment details, you must enter them again to finalize the transaction. The initial payment was a pre-authorization, meaning funds were temporarily held but not fully processed. The payment will only be finalized when the Council issues your license.
  • Pending Resubmission – Your application was returned for amendments. You must complete the required changes before resubmitting. Once resubmitted, it will go back to your recommender for approval before returning to the Council for review.
  • Rejected – Your application has been rejected by your recommender or was incomplete.  You are required to start a new application.

New Agency and Designated Representative Combo Applications


A new Agency online applications must be completed as a combo application with an application for the Designated Representative. Both Licences must be recommended by the same insurer. Both applications will need to be reviewed and issued at the same time. 

Complete either the Agency or Designated Representative application and then you will be prompted to log in and complete the corresponding application.
