The Insurance Councils of Saskatchewan (ICS) receives many calls and inquiries on a daily basis. We are working to build this this FAQ section with answers to the most common questions.
Option 1: Log into your Licensing Portal

Option 2: If you are unable to log in due to the authentication already set on your account:
You will be required to re-enable authentication again before you can go to other sections of the Licensing Portal.
Recovery Codes can be used to verify your identity and gain access to your account if you no longer have access to the method you set up for your authentication. Alternatively, if you need to regain access to your account, please call the ICS office at 306-347-0862 for assistance.
Your username is the email address on file with ICS.
If you have forgot your password, click “Forgot your Password”. You will receive an email with a password reset. Once you have reset your password, you will have to go back to the log in page and log into the online Licensing Portal.
Each licence has its own Portal. Each Portal must have its own “unique” email address. You can no longer share email addresses between portals and profiles.

A Saskatchewan address for service is a requirement for all non-residents who wish to hold a licence in Saskatchewan. PO Box numbers will not be accepted.

Option 3: If you have moved to a different province, you must send a request to update the address to info@skcouncil.sk.ca. Please note: A change in residency may impact your Continuing Education (CE) requirements.
Where can I log the Continuing Education (“CE”) courses I have completed throughout the year?
Courses added to the CE section here will be visible on the Annual Return and be included in the total to meet your CE requirement.
Note: If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

2. Go to the Welcome tab
a. Under Actions and Information click on Start Your Transfer.

b. If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.
3. Complete the Transfer of Recommender Application (“Transfer”), it will be sent to your new Recommender to review and approve.
4. Once approved by the Recommender, ICS will review the Transfer.
5. You will receive an email with a copy of the new licence and the receipt.

If you want to add a designation to your current licence, send a request to info@skcouncil.sk.ca along with a copy of your designation certificate.

If you are going from a Restricted Auto Licence to a P&C Level Licence you will need to complete a new application.
The Insurance Councils of Saskatchewan does not issue a new licence certificate each year. Our licences are continuous based on completing the Annual Return. If you need to print another copy:

i. If your licence is still active or in a suspended state and not past your annual return date, you will have to complete a Transfer.

ii. If your licence is cancelled or suspended and your annual return date has past, you will have to complete a new application.

All Licensees who comply with Continuing Education in Saskatchewan must complete 3 hours of Ethics training within 3 years of becoming initially licensed and then each subsequent five-year cycle. You can find out your Ethics due date in the Licensing Portal under the Licensing tab in Licences.
Applications are reviewed in the order they are received by the Council. If your application requires amendments, it will be returned to you for changes. If your application remains inactive for 60 days, it will be canceled. You will receive email notifications if your application is returned for revisions, if payment is required, if changes are needed, and when it has been processed.

Application Status Definitions
On a yearly basis you will receive an email six weeks prior to your annual return date letting you know you can log into the Licensing Portal to renew your licence. Criminal record checks must accompany all initial Saskatchewan applications for licensing. This applies to first time applicants obtaining a licence in Saskatchewan for the first time, individuals who have not held a licence for more than one year or individuals who have to re-qualify for licensing.
Have the local Police or RCMP in which you reside conduct a criminal record check based on a name search and date of birth. Council will also accept the following online criminal record check providers:

The completed Criminal Record Check Report must accompany the application and may not be dated more than six months from the current date. Costs associated with the record check are the responsibility of the applicant.
Basic Criminal Record Check
Also known as a name-based check, this is the most common type of criminal record check. It searches the national database using the individual’s name and date of birth. This type of check typically identifies:
Certified Criminal Record Check
This check is fingerprint-based and is used to confirm or eliminate a possible match to a criminal record when a name-based check is inconclusive. It is often required:
Effective August 19, 2025, all agencies completing their annual return (formerly referred to as renewal) will be required to attach a current copy of their profile report from the Saskatchewan Corporate Registry of the Information Services Corporation (ISC).
This requirement is contained in the General Insurance Council (GICS) Bylaws (bylaws 3-1, 7-1(a), 7-4, 7-6 and 7-7) and the Life Insurance Council (LICS) Bylaws (bylaws 3-1, 7-1(a), 7-4, 7-5 and 7-6).

Anytime that there is an amendment on the application, payment will need to be entered again as it is a pre-authorization payment. No payment is taken until ICS issues the licence. Remember we only accept, Mastercard, Visa or American Express
Filing a Complaint against an Insurance Company
If you have a complaint against an insurance company that does not have to do with the value of loss or damage to property, you can file a complaint with the Superintendent of Insurance.
Before filing a complaint, please attempt to resolve the matter with the insurance company or agent, agency or adjuster.
To register a complaint against an insurance company, please complete an Insurance Complaint Form and return it to the address provided on the form.
Complaints about a particular licensed agent, agency, or adjuster, should be directed to the Insurance Councils of Saskatchewan.
You should be aware that laws set out limitation periods for starting court action. You may wish to consult a lawyer regarding any limitation periods that may be applicable.

Council cannot force an insurance agent to resolve your complaint or give you compensation. As such, you may wish to consult with your lawyer with respect to your complaint.
Ombudsman Saskatchewan has jurisdiction over the Saskatchewan Crop Insurance Corporation (SCIC). If you have a complaint or inquiry about an SCIC decision, contact them first to find out what appeal process is available. If there is no appeal process available to you, or if you appeal and disagree with their decision.

Ombudsman Saskatchewan does not have jurisdiction over private insurance companies, private life insurance, or health insurance, such as long-term disability benefits. If your complaint is of this nature, you may wish to contact one of the following organizations.

Any compensation paid to non-licensees in connection with the sale of an insurance policy may contravene the Act. Specifically, the Act refers to the ‘solicitation or negotiation’ of insurance as an activity which requires an insurance licence. Compensation is a broad term and includes payment of money, goods, or services. Licensees should not enter into any arrangement where an unlicensed person is compensated for soliciting clients on their behalf. If a licensee pays any referral fees or finders’ fees to an unlicensed person, the client should be informed of the nature and amount of any such fee
