Welcome to our Frequently Asked Questions (FAQs)


The Insurance Councils of Saskatchewan (ICS) receives many calls and inquiries on a daily basis. We are working to build this this FAQ section with answers to the most common questions.

 

Licensing Portal Login

  • Log in using the current email on file. 
  • Navigate to the Manage Information tab within your Licensing Portal to update your contact information. 
  • If you are unsure of your email address, contact 306-347-0862 or email info@skcouncil.sk.ca. A staff member can confirm the email address associated with your Portal account and update the email if necessary. 

Option 1: Log into your Licensing Portal

  • Go to the Manage Information tab at the top left corner.
  • Scroll to the Manage Account section at the bottom and click:

If you need to change your multifactor authentication settings, go here”.

  • Click the Reset MFA button to open the reset Multifactor Authenticator
  • Click the Red Reset MFA


Option 2: If you are unable to log in due to the authentication already set on your account:

  • contact ICS at 306-347-0862; or
  • email info@skcouncil.sk.ca with your request to remove the authentication method on your account. Include your name and licence number.

You will be required to re-enable authentication again before you can go to other sections of the Licensing Portal.

  • The steps vary depending on your browser (e.g., Google Chrome, Microsoft Edge, Mozilla Firefox, Safari, etc.). 
  • To find the most up-to-date instructions, search online for: 
    “How to clear browser cache for [your browser name].”

  • Ensure you clicked the Register button during the sign-up process. 
  • Check your junk or spam folder. 
  • Your email address may have been entered incorrectly during registration. Please contact 306-347-0862 or email info@skcouncil.sk.ca. A staff member can verify your information. 

  • If you are unsure of your email address, contact 306-347-0862 or email info@skcouncil.sk.ca. A staff member can confirm the email address associated with your Portal account and update the email if necessary. 
  • If you forgot your password, request a new password reset email through the Forgot your password option on the Licensing Portal Login page.

  •  You have reset your password on an expired link.  (Links expire after 12 hours) 
    •  Reset your password, by clicking “Forgot your password” – New Forgot Password 
    • If you are still experiencing issues, contact 306-347-0862 or email info@skcouncil.sk.ca to reset your password. 

  • Contact 306-347-0862 or email info@skcouncil.sk.ca to confirm registration. 
  • Do not create a new profile until you've confirmed registration. Portal profiles are tied to individual email addresses. 

Recovery Codes can be used to verify your identity and gain access to your account if you no longer have access to the method you set up for your authentication. Alternatively, if you need to regain access to your account, please call the ICS office at 306-347-0862 for assistance.

Your username is the email address on file with ICS.

If you have forgot your password, click “Forgot your Password”.  You will receive an email with a password reset.  Once you have reset your password, you will have to go back to the log in page and log into the online Licensing Portal. 

Each licence has its own Portal.  Each Portal must have its own “unique” email address.  You can no longer share email addresses between portals and profiles.

  • You are not using the email address we have on file as your username.  If you are unsure of your email address, contact 306-347-0862 or email info@skcouncil.sk.ca. A staff member can confirm the email address associated with your Portal account and update the email if necessary. 
  • You made multiple unsuccessful login attempts and your access may be temporarily locked. In this situation: 
    •  you will receive an email notifying you that your account has been locked; and   
    • the account will remain locked for 24 hours.   

If you need it unlocked sooner, contact 306-347-0862 or email info@skcouncil.sk.ca. 

  • You used an expired password reset email (they expire after 12 hours). You must request a new password through the Forgot your password option on the Licensing Portal Login page. 

If you selected the authenticator app: 

  • The code must be retrieved directly from your authenticator application on your mobile device. The code will refresh every 30 seconds automatically.  
  • If the code is not working, contact 306-347-0862 or email info@skcouncil.sk.caA staff member will reset/remove your authenticator method.  This will enable you to start over with a new method. 

If you selected to receive the code by email, it may take a few minutes to arrive.  Also check your junk or spam folder.

  • You are not using the email address we have on file as your username.   
  • You made multiple unsuccessful login attempts and your access may be temporarily locked. In this situation: 
    • you will receive an email notifying you that your account has been locked; and

Licensing Portal Navigation

  • Log into your Licensing Portal
    • Go the Manage Information tab at the top left corner.
    • Scroll to the Saskatchewan Address for Service Information section and update the address.
    • Ensure you click the blue Save button at the top or bottom of the screen to save the changes you made.

A Saskatchewan address for service is a requirement for all non-residents who wish to hold a licence in Saskatchewan.  PO Box numbers will not be accepted.

There are 3 sections in the Licensing Portal:

  • Welcome tab – start an application, complete a transfer or complete your annual return
  • Manage Information tab – update your personal contact information, address, email or password
  • Licensing tab – review past Continuing Education completed, review and print past applications, annual returns and receipts.

The Logout button can also be found along the top banner.

Note: If you print a copy, it will not update the year as our licences are continuous based on renewing the licence. 

  • Log into the Licensing Portal
    • Go to the Licensing tab and then Licences.
    • Click the Download Licence
    • Note: If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

  • Log into your Licensing Portal
    • Go to the Manage Information tab at the top left corner.
    • Scroll to the Contact Information section and update the phone or fax numbers on your account.
    • Ensure you click the blue Save button at the top or bottom of the screen to save the changes you made.

Option 1: Update your resident address on your Annual Return.

Option 2: Log into your Licensing Portal

  • Go to the Manage Information tab at the top left corner.
  • Scroll to the Individual Information section and update your address.
  • Ensure you click the blue Save button at the top or bottom of the screen to save the changes you made.

Option 3: If you have moved to a different province, you must send a request to update the address to info@skcouncil.sk.ca. Please note: A change in residency may impact your Continuing Education (CE) requirements.

  • If your account is locked it will automatically unlock in 24 hours.
  • If you need to regain access sooner:

  • Log into your Licensing Portal
    • Go to the Licensing tab and then Licences.
    • The Ethics Requirement section outlines the period in which your 3 hours of Ethics Continuing Education must be completed.

Where can I log the Continuing Education (“CE”) courses I have completed throughout the year?

  • Log into the Licensing Portal
    • Go to the Licensing tab and then Licences.
    • Note: If you have more than one licence, use the Licence drop-down menu to select the appropriate licence
    • In the CE section use the Add Course button to add a new course to the grid. You will have to provide the:
      • Course Provider Name;
      • Course Name;
      • Course Date; and
      • number of credit hours awarded for completion.
    • Ensure you click the Save button to save the changes you made.

Courses added to the CE section here will be visible on the Annual Return and be included in the total to meet your CE requirement.

  • Log into your Licensing Portal.
    • Go to the Licensing tab and then Applications.
    • Use the drop-down menu to select the Year the application was completed in and the list of applications completed in that year will become visible.
    • Use the Application button to download a copy of the application.

  • Log into your Licensing Portal.
    • Go to the Licensing tab and then Applications.
    • Use the drop-down menu to select the Year the application was completed in and the list of applications completed in that year will become visible.
    • Use the Receipt button to download a copy of the receipt.

  • Log into the Licensing Portal
    • Go to the Licensing Tab and then Renewal History.
    • Under the Previous Annual Return Forms section you will find a record of the Annual Returns you completed in the Online Licensing Portal that are available to print.
    • Click the Download button on the right side of each line to download and print a copy of the Annual Return.
    • Note: If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

  • Log into the Licensing Portal
    • Go to the Licensing tab and then Renewal History.
    • Under the Receipts section you will find a record of the Annual Returns you completed in the Online Licensing Portal that have receipts available to print.
    • Click the Download button on the right side of each record to download and print a copy of the receipt.

Note: If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

Licensing

1. Log into the Licensing Portal
2. Go to the Welcome tab

a. Under Actions and Information click on Start Your Transfer.

b. If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

3. Complete the Transfer of Recommender Application (“Transfer”), it will be sent to your new Recommender to review and approve.
4. Once approved by the Recommender, ICS will review the Transfer.
5. You will receive an email with a copy of the new licence and the receipt.

If you want to add a designation to your current licence, send a request to info@skcouncil.sk.ca along with a copy of your designation certificate.

  • Log into the Licensing Portal
  • Go to the Welcome tab
    • Click on the red Start Renewal

Option 1: Update your mailing address on your Annual Return.

Option 2: Send an email to info@skcouncil.sk.ca with your:

  • name;
  • licence number; and
  • new mailing address.

Email a copy of your transcripts and certificates to info@skcouncil.sk.ca with your request to upgrade your P&C licence.
Section 7-3 of the General Insurance Council Bylaws outlines the acceptable exams that can be completed to upgrade. Further information can be found here: https://www.skcouncil.sk.ca/getting-licensed/general-insurance/

If you are going from a Restricted Auto Licence to a P&C Level Licence you will need to complete a new application.

  • If you’ve moved to a different province, or if your town/city is not listed in the system: 
    • The update cannot be completed through the Portal. 
    • Email info@skcouncil.sk.ca to request an address update.

The Insurance Councils of Saskatchewan does not issue a new licence certificate each year. Our licences are continuous based on completing the Annual Return. If you need to print another copy:

  • Log into the Licensing Portal
    • Go to the Licensing tab and then Licences.
    • Click the Download Licence
    • Note: If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

If you encounter an error when completing an application, please email info@skcouncil.sk.ca with the following details:

  • Registered Name for the account.
  • Screen shot of the error messages.
  • A brief description of the actions you were performing when the error occurred.

Providing this information will allow our IT team to investigate the issue more effectively and assist you in resolving your issue as quickly as possible.

2. Go to the Welcome tab

i. If your licence is still active or in a suspended state and not past your annual return date, you will have to complete a Transfer.

    • Under Actions and Information click on Start Your Transfer.

    • If you have more than one licence, use the Licence drop-down menu to select the appropriate licence.

ii. If your licence is cancelled or suspended and your annual return date has past, you will have to complete a new application.

    • Under Actions and Information click on Start Your Application.

All Licensees who comply with Continuing Education in Saskatchewan must complete 3 hours of Ethics training within 3 years of becoming initially licensed and then each subsequent five-year cycle. You can find out your Ethics due date in the Licensing Portal under the Licensing tab in Licences.

Applications are reviewed in the order they are received by the Council. If your application requires amendments, it will be returned to you for changes. If your application remains inactive for 60 days, it will be canceled. You will receive email notifications if your application is returned for revisions, if payment is required, if changes are needed, and when it has been processed.

General News

  • For the best experience, please use Google Chrome, Firefox, or Microsoft Edge when accessing the licensing portal.
  • Save your progress before navigating away from a page or exiting the application to avoid losing your work.
  • The licensing portal is not monitored on Saturdays, Sundays, or statutory holidays. To avoid late filing fees, please ensure your Annual Return is submitted on time.

 

Application Status Definitions

  • Pending Recommender Review – Your application is with your recommender for review. Once approved, it will automatically be forwarded to the Council for review.
  • Pending ICS Review – Your application is in the ICS portal and will be reviewed as soon as possible.
  • Pending Payment – Your payment is not yet complete. Even if you have already entered your payment details, you must enter them again to finalize the transaction. The initial payment was a pre-authorization, meaning funds were temporarily held but not fully processed. The payment will only be finalized when the Council issues your license.
  • Pending Resubmission – Your application was returned for amendments. You must complete the required changes before resubmitting. Once resubmitted, it will go back to your recommender for approval before returning to the Council for review.
  • Rejected – Your application has been rejected by your recommender or was incomplete.  You are required to start a new application.

On a yearly basis you will receive an email six weeks prior to your annual return date letting you know you can log into the Licensing Portal to renew your licence.   See FAQ: When is the deadline to renew my licence?   • Your licence must be renewed annually no later than the anniversary date of your initial Saskatchewan licence issuance.
  • ICS will send the first renewal reminder via email six weeks prior to your annual renewal date.
  • If you fail to renew your licence by your annual date, you will enter a 30-day grace period and you will be subject to a late filing fee which is equal to 50% of the annual fee.
  • If you do not renew within the 30-day grace period, your licence will be cancelled for non-renewal. You will then have to re-apply for your licence and you will be subject to a late filing fee on the new application.
  • All licence renewals must be completed in the Licensing Portal.

Criminal record checks must accompany all initial Saskatchewan applications for licensing. This applies to first time applicants obtaining a licence in Saskatchewan for the first time, individuals who have not held a licence for more than one year or individuals who have to re-qualify for licensing.

Have the local Police or RCMP in which you reside conduct a criminal record check based on a name search and date of birth.  Council will also accept the following online criminal record check providers:

The completed Criminal Record Check Report must accompany the application and may not be dated more than six months from the current date. Costs associated with the record check are the responsibility of the applicant.

Basic Criminal Record Check

Also known as a name-based check, this is the most common type of criminal record check. It searches the national database using the individual’s name and date of birth. This type of check typically identifies:

  • Criminal convictions that have not been pardoned
  • If there are no records identified
  • Or if there may be a record, and a certified check along with fingerprints is required

Certified Criminal Record Check

This check is fingerprint-based and is used to confirm or eliminate a possible match to a criminal record when a name-based check is inconclusive. It is often required:

  • When an enhanced level of verification is needed
  • If a name-based check returns a potential match

Effective August 19, 2025, all agencies completing their annual return (formerly referred to as renewal) will be required to attach a current copy of their profile report from the Saskatchewan Corporate Registry of the Information Services Corporation (ISC). 

This requirement is contained in the General Insurance Council (GICS) Bylaws (bylaws 3-1, 7-1(a), 7-4, 7-6 and 7-7) and the Life Insurance Council (LICS) Bylaws (bylaws 3-1, 7-1(a), 7-4, 7-5 and 7-6). 

You can access your corporate registry on the Saskatchewan Corporate Registry website:  https://corporateregistry.isc.ca/.  If you are unsure where to get a copy of your profile report, please contact Information Services Corporation at 1- 866-275-4721.

Anytime that there is an amendment on the application, payment will need to be entered again as it is a pre-authorization payment. No payment is taken until ICS issues the licence. Remember we only accept, Mastercard, Visa or American Express

Compliance

Filing a Complaint against an Insurance Company

If you have a complaint against an insurance company that does not have to do with the value of loss or damage to property, you can file a complaint with the Superintendent of Insurance.

Before filing a complaint, please attempt to resolve the matter with the insurance company or agent, agency or adjuster.

To register a complaint against an insurance company, please complete an Insurance Complaint Form and return it to the address provided on the form.

Complaints about a particular licensed agent, agency, or adjuster, should be directed to the Insurance Councils of Saskatchewan.

You should be aware that laws set out limitation periods for starting court action. You may wish to consult a lawyer regarding any limitation periods that may be applicable.

Council cannot force an insurance agent to resolve your complaint or give you compensation. As such, you may wish to consult with your lawyer with respect to your complaint.

Ombudsman Saskatchewan has jurisdiction over the Saskatchewan Crop Insurance Corporation (SCIC). If you have a complaint or inquiry about an SCIC decision, contact them first to find out what appeal process is available. If there is no appeal process available to you, or if you appeal and disagree with their decision.

Any compensation paid to non-licensees in connection with the sale of an insurance policy may contravene the Act. Specifically, the Act refers to the ‘solicitation or negotiation’ of insurance as an activity which requires an insurance licence. Compensation is a broad term and includes payment of money, goods, or services. Licensees should not enter into any arrangement where an unlicensed person is compensated for soliciting clients on their behalf. If a licensee pays any referral fees or finders’ fees to an unlicensed person, the client should be informed of the nature and amount of any such fee
