The Insurance Councils of Saskatchewan (ICS) is warning Saskatchewan residents that Kehoe Agencies Ltd. (Kehoe) and Jill Marie Talbot (Talbot) based out of Vanguard Saskatchewan are not licensed as insurance agents in Saskatchewan. The licences issued to Kehoe and Talbot to act as insurance agents in Saskatchewan were cancelled by ICS effective June 30, 2025. ICS has received information that suggests that Kehoe and Talbot may have sold insurance policies to consumers after they were no longer licensed.
All insurance agents are required to be licensed in Saskatchewan and are prohibited from selling insurance if unlicensed. Insurance policies purchased through an unlicensed agent may not be valid, resulting in no coverage for the policyholder if a loss occurs.
What Consumers Should Do
To ensure your current contract of insurance purchased through Kehoe or Talbot is in force, ICS encourages you to contact the insurer to verify that the policy has been validly placed with the insurer.
To confirm your coverage:
• Contact your insurer directly to verify your policy number, effective dates, and coverage terms.
• Ensure your premium payments were received and applied to your policy.
• Use your insurer’s website, customer portal, or support line if direct confirmation is not available.
Filing A Complaint If you are a consumer who believes you may have been affected by an invalid insurance transaction with Kehoe Agencies Ltd. or Jill Talbot, you may file a complaint using the ICS complaint form
